565. The organization for putting armed guards on all

British teamers on lower and middle river was put into

foree 10th Novemser ous it will be some day-s before

all teamers will be carrying guards. Also desired to

empha ize fact that due to number of ships involved

and limited number of men available, it may be necessary

from time to time to sail sips without guards on

certain sections of river.
